How to Claim Your BUDI95 Fuel Subsidy Refund from KPDN After System Error (Malaysia 2025 Guide)
Malaysia’s targeted fuel subsidy program BUDI95 has officially rolled out, but not everyone has had a smooth experience. Some eligible drivers encountered system errors at petrol stations, forcing them to pay the unsubsidized price (RM2.60 per litre) for RON95 petrol.
If you’re one of the affected motorists under the BUDI95 subsidy scheme, there’s good news — the Domestic Trade and Cost of Living Ministry (KPDN) has launched a refund process starting October 9, 2025, covering erroneous payments made between September 30 and October 31, 2025.
Why This Refund Exists
The refund program was initiated after multiple driver complaints, where technical glitches at certain petrol stations caused systems to display incorrect prices. As a result, eligible BUDI95 recipients were charged the normal rate instead of the subsidized RM1.99 per litre.
To ensure fairness and transparency, KPDN has opened an online refund channel to help affected users reclaim their overpaid amounts.
How to Apply for the BUDI95 Refund
Eligible individuals and businesses can submit their claims through the official MySubsidi portal, following these steps:

Log in to the MySubsidi platform (authentication required via MyKad or electronic ID).

Select “BUDI95 Refund” from the main menu.

Fill in your transaction details — purchase date, petrol station name, total amount paid, etc.

Upload a clear copy of your purchase receipt showing all transaction details for verification.

Review all information carefully and submit your application.
For business users, there’s an extra step:
You must register under the Subsidized Diesel Control System (SKPS) and submit your fleet card registration proof by October 31, 2025. Without this, business claims will not be processed.
Refund Processing Time
Once your claim is approved by KPDN (usually within 1–3 working days), the refund amount will be credited to your registered bank account within 15 working days.

As of October 2025, only 25% of eligible business vehicles have completed SKPS registration.
Deputy Minister Datuk Seri Fuziah Salleh urged companies to register soon and submit valid fuel receipts to ensure they receive the refund they deserve.
