Malaysia has launched BUDI95, a fuel subsidy programme that lets eligible citizens buy RON95 at RM1.99 per litre, limited to 300 litres per month. Any additional fuel purchased will be charged at the normal market rate.
To qualify, users must have a valid MyKad with a functioning chip and an active driving licence.
At petrol stations, there are several ways to use the scheme:
At the pump:

Insert your MyKad into the reader attached to the pump.

After fuelling, collect the receipt, which shows your remaining monthly quota.
At the cashier’s counter:

Hand your MyKad to the cashier.

Proceed to refuel, and check your receipt for the updated quota balance.
Through mobile apps:

Register and verify your MyKad within supported apps such as Setel, Touch ’n Go, or CaltexGo.

Once linked, select your payment method inside the app.

When fuelling, pay directly through the app, which automatically applies the subsidised price.

Review your remaining litres in the app after each transaction.
The programme is being introduced in phases. Security forces gained early access on September 27, STR aid recipients followed on September 28, and nationwide availability begins on September 30. To help citizens, the government is offering free MyKad chip replacements from September 23 to October 7 for cards with damaged chips.
Key restrictions include the need for a working MyKad and valid driving licence, while foreign-registered vehicles are excluded entirely from the subsidy.
By connecting fuel purchases to identity verification, the government ensures that each citizen’s 300-litre allowance is tracked transparently, with every litre deducted automatically.
